1. A. Pari-mutuel tickets utilized at an off-track wagering facility shall use a numerical designation for each betting interest.
2. B. All off-track wagering, guest and host facilities shall, upon request, cash all pari-mutuel tickets purchased at its facility during all hours of operation within the guidelines provided for under R.S. 4:176 and R.S. 4:219.

3. C. When wagers are accepted by a host track, guest track or off-track wagering facility and a pari-mutuel ticket is issued therefor, such wagers are to be considered an enforceable contract, evidenced by possession of a winning ticket, and such tickets shall be honored by all cashiers of the host track and the off-track wagering facility where such wager is placed. Refunds of wagers shall be made only:

   1. 1. on a horse that is scratched;
   2. 2. a race is declared off; or
   3. 3. if a manual merge is rendered impossible because of an act or event beyond the control of a host track or an off-track wagering facility including, but not limited to, a catastrophe or acts of God.
