1. A. Possession or control by any person on the premises of any off-track wagering facility of electronic or communications equipment or device capable of transmitting or communicating:

   1. 1. the results of any race;
   2. 2. any information with respect to odds and/or track conditions in connection with a race;
   3. 3. any information about jockeys or equipment to be used in a race; and/or
   4. 4. any other information concerning a race, to another person, firm or corporation located outside of the licensed area of an off-track wagering facility is prohibited.
