1. A. The commission may refuse to accept for registration racing colors which:

   1. 1. are not readily distinguishable by color and pattern from racing colors currently registered in this state;
   2. 2. include advertising, promotional or cartoon symbols or words, or which, in the opinion of the commission, are not in keeping with the traditions of the turf.
