- A. No horse shall carry more than 2 pounds overweight without the consent of its owner, his agent or his representative. No horse, however, shall carry more than
7 pounds overweight in any race. The owner or trainer of a horse may substitute a jockey to ride his horse when the engaged jockey is reported overweight in excess of
2 pounds.
