1. A. An association shall provide an annual report to the commission, due by the date specified by the commission after each fiscal year ends starting with fiscal year 2022, regarding the association’s plan of operation for the upcoming fiscal year to include details about:

   1. 1. customer service;
   2. 2. full-time and seasonal employment;
   3. 3. marketing and promotions for horse racing;
   4. 4. capital improvements;
   5. 5. facility maintenance;
   6. 6. facility improvements; and
   7. 7. a summary of the prior fiscal year’s plan of operation implementation and status.
