1. A. If after a horse remains one and one-half hours in the detention area and a urine specimen has not been taken from the horse, the state veterinarian may take a blood sample.
2. B. Except as provided in Subsection A, the state veterinarian may, at any time, be directed by the state steward to take random equine blood samples.
