1. A. The secretary shall determine the appropriate solicitation methods to be used in procuring goods and services for LED. Among those methods are:

   1. 1. request for proposals (RFP);
   2. 2. request for qualifications (RFQ).
2. B. Other procurement methods. Other procurement methods may be utilized where there is a written determination by the secretary that it is in the best interest of LED to do so.
