1. A. A lease of movables may be entered into provided:

   1. 1. it has been competitively bid in accordance with these rules and regulations, applicable executive orders, and policy and procedure memoranda;
   2. 2. it is in the best interest of the state;
   3. 3. all conditions for renewal and costs of termination are set forth in the lease.
