1. A. The program has the authority to enter into such cooperative agreements with federal agencies and other state agencies as may be necessary, in accordance with FPMR 101-44.206. Such agreements may involve, but not be limited to:

   1. 1. use of property by the program;
   2. 2. overseas property;
   3. 3. use of federal telecommunications system;
   4. 4. interstate transfers;
   5. 5. others, as may be necessary.
