1. A. The following criteria shall govern contracting with managed care arrangements for the OGB plan of benefits.

   1. 1. The managed care arrangement shall be appropriately licensed in accordance with the laws of this state.
   2. 2. The managed care arrangement shall execute a contract with OGB.
