1. A. The recorder of documents shall issue guidelines:

   1. 1. to aid state agencies in complying with the Louisiana Public Documents Law and the rules and regulations of the state librarian;
   2. 2. for the proper maintenance, housing, and servicing of public documents and which describe other responsibilities of the depositories; and

   3. 3. which delineate the functions and responsibilities of the recorder of documents.
