1. A. Nonconviction data may only be disseminated to:

   1. 1. criminal justice agencies for criminal justice activity and employment;
   2. 2. public and private agencies authorized by state and federal statute, executive order, local ordinance or court decision (see §1309);
   3. 3. individuals and agencies pursuant to a specific agreement with a criminal justice agency to provide criminal justice services (e.g., consultants);
   4. 4. individuals and agencies engaged in research, evaluative or statistical activities.
