1. A. Eligibility of the applicant and the property for the exemption, including whether the activities at the site meet the definition of manufacturing, will be reviewed by the board based upon the facts and circumstances existing at the time the project application is considered by the board.

   1. 1. Applications which provide for a new manufacturing establishment or which provide for an expansion of, or an addition to an existing manufacturing establishment, shall be favored by the board.
   2. 2. The board will receive all public comment given at the board meeting, or any written comments filed with LED prior to the board meeting date.
