1. A. When used in this rule, the following words shall have the meanings as indicated.

   1. Association―a savings association, homestead building and loan association, savings and loan association or society chartered under Chapter 9, Title 6, Louisiana Revised Statutes.
   2. Commissioner―the Commissioner of Financial Institutions, State of Louisiana.
   3. Service Organizations―an organization substantially all the activities of which consist of making of consumer loans as defined by R.S. 9:3516(13), originating, purchasing, selling and servicing loans upon real estate and participating interests therein, or clerical, bookkeeping, accounting, statistical, appraising, computer or similar functions performed primarily for financial institutions, plus such other activities as the commissioner may approve.
