By January 1, 1995:

1. (1) The Finance and Administration Cabinet shall promulgate administrative regulations to implement its procurement of architectural and engineering services pursuant to KRS 45A.800 to 45A.835; and
2. (2) The Transportation Cabinet shall promulgate administrative regulations to implement its procurement of engineering services pursuant to KRS 45A.800 to 45A.835.
