Ky. Rev. Stat. Ann. § 446.084 – Judicial review of administrative body actions to be de novo.

A court reviewing an administrative body's action, including without limitation a petition for judicial review of an administrative body's rulemaking or adjudicatory actions, shall interpretation of statutes, the administrative body's apply de novo review administrative regulations, and other questions of law.
