When any statute providing for newspaper publication of an advertisement does not designate the person responsible for causing the publication to be made, the responsible person shall be:

1. (1) Where the advertisement is of the filing of a petition or application, the person by whom the same is filed;

2. (2) Where the advertisement is of an activity or action of:

   1. (a) An individual public officer, the officer himself;
   2. (b) A city, the city clerk if there be one; if not, the mayor;
   3. (c) A county, the county clerk;
   4. (d) A district, or a board, commission or agency of a city, county or district, the chief administrative or executive officer or agent thereof;
   5. (e) A court, the clerk thereof;
   6. (f) A state department or agency, the head thereof.
