- (1) An order to withhold and deliver shall be personally served or mailed by certified mail, return receipt requested, on the person in possession or control of the property and the obligor.
- (2) The order shall state the basis for and the amount of the support debt and that the obligor may offer a bond satisfactory to the Office of the Attorney General to avoid losing possession of the property.
