1. (1) The Department of Juvenile Justice shall promulgate and enforce administrative regulations to govern at least the following aspects of the operation of facilities:

   1. (a) Administration;
   2. (b) Personnel;
   3. (c) Training and staff development;
   4. (d) Recordkeeping;
   5. (e) Physical plant;
   6. (f) Security and control;
   7. (g) Safety and emergency procedures;
   8. (h) Sanitation and hygiene;
   9. (i) Medical and health services;
   10. (j) Food services;
   11. (k)
   12. (l) Programs and services;
   13. (m) Residents' rights;
   14. (n) Rules and discipline;
   15. (o) Admission procedures;
   16. (p) Communication, including mail, visitation, and telephone;
   17. (q) Release preparation and transfer programs;
   18. (r) Volunteer involvement;
   19. (s) Transfers;
   20. (t) Reimbursement rates and conditions; and
   21. (u) Detention facility rate increases. Intake and classification;
2. (2) Administrative regulations promulgated under this section shall specifically identify new requirements of the law which increase the cost of operating a juvenile facility not operated by the Department of Juvenile Justice. The administrative regulations shall identify the amount and source of funding for compliance with the new requirements.
