Subsection (1) of KRS 329.030, subsections (1) and (3) of KRS 329.040 and subsection

1. (1) of KRS 329.050, relating to fees charged applicants for a license, shall not apply to any department of the United States or any agency of the city, county or state, provided that no fee is charged for administration of the test.
