It is the intent of the General Assembly of the Commonwealth of Kentucky to:

1. (1) Ensure the availability of professional engineers and professional land surveyors in the Commonwealth; and

2. (2) Address professional engineer and professional land surveyor workforce development and needs throughout the Commonwealth by providing eligible Kentucky residents with scholarships to:

   1. (a) Attend a qualifying program at a postsecondary institution the in Commonwealth; and
   2. (b) Become licensed as a professional engineer or professional land surveyor in the Commonwealth.
