For motor carriers and heavy equipment motor carriers as defined by KRS 138.655 and for the purposes of tax collection, the department may charge a fee of ten dollars ($10) in each instance for the issuance of such identifying plates, decals, cards, signs, or papers for the identification of motor vehicles operated within the state.
