The department shall promulgate administrative regulations pursuant to KRS Chapter 13A to establish requirements and to set forth standards for household goods carriers, including but not limited to the:

1. (1) Determination of weights;
2. (2) Establishment of rates for accessorial services;
3. (3) Types of discounts prohibited;
4. (4) Prohibition against a carrier acting as an agent for another carrier;

8. (8) Liability of carriers;
9. (9) Estimation of charges;
10. (10) Absorption or advancement of dock charges;
11. (11) Information for prospective shippers;
12. (12) Minimum weight shipments; and
13. (13) Filing of tariffs. Insurance provisions; Information required on a receipt or bill of lading; Information required on a freight bill;
