A one-half of one percent (0.5%) administrative fee shall be paid to the Kentucky Infrastructure Authority for the infrastructure for economic development fund for coal-producing counties and the infrastructure for economic development fund for tobacco counties. These administrative fees shall be paid, upon inception of the project, out of the fund from which the project was allocated.
