Ky. Rev. Stat. Ann. § 201.090 – Children that board may have committed.

Is abandoned, neglected or cruelly treated by its parents; Is habitually sent out or permitted to beg in public places or lives by begging;

(3) Associates with persons who tend to corrupt and contaminate him or her;
(4)
(5) Has parents who are in constant habits of drunkenness or gross debauchery or who Is known to be vicious or incorrigible; or are living together in unlawful cohabitation.

The board may file a petition and proceed as provided in KRS 201.100, whenever it has probable cause to believe that any child under eighteen (18) years of age:
