As used in KRS 171.130 to 171.306, unless the context requires otherwise: "Department" means the Department for Libraries and Archives;

1. (1) "Public library" means a library which is established as the countywide library
2. (2) system by any of the methods provided by KRS Chapter 173; and "Library materials" means those print, audiovisual, graphic, cartographic, machine readable, and manuscript materials provided by a library for its users.
