Any person subject to this code shall be punished at the direction of a commanding officer if such person:

1. (a) Is not authorized to wear an insignia, decoration, badge, ribbon, device or lapel button; and
2. (b) wrongfully wears such insignia, decoration, badge, ribbon, device or lapel button upon the person's uniforms or civilian clothing.
