To be eligible for a vocational education scholarship offer, a person shall demonstrate to the executive director of the board that the person: (a) has fulfilled the requirements set forth in K.A.R. 88-9-1(b);

1. (b) is an undergraduate who has never received a baccalaureate degree;
2. (c) is or will be enrolled full time in an eligible vocational education program; and
3. (d) has submitted an application for receipt of scholarship stipends, or if eligible for a second term has submitted an application for a renewal award.
