Upon the enrollment of recipients of Kansas nursing student scholarships, each eligible institution of postsecondary education shall certify to the executive officer of the board of regents or the executive officer's designee that each recipient: (a) Is a resident of the state of Kansas according to K.S.A. 76-729(a) and applicable administrative regulations of the board of regents relating to residency determinations;

1. (b) is enrolled or has been accepted for enrollment as a full-time student in a nursing program;
2. (c) is attending the nursing program; and
3. (d) meets all the guidelines for assistance as specified by the board of regents.
