Each applicant for a Kansas nursing scholarship shall demonstrate to the executive officer of the board or the executive officer's designee that the applicant:
- (a) Is a resident of the state of Kansas;
- (b) has entered into an agreement with a qualified sponsor;
- (c) has entered into an agreement with the board; and
- (d) is currently enrolled in or has been admitted as a full-time student to a school of nursing in a course of instruction leading to licensure as a licensed professional nurse or licensed practical nurse.
