1. (a) Each railroad corporation operating in the state of Kansas shall file with the commission, the existing rules and regulations of the operating department and any future changes or revisions thereof in accordance with the provisions of the following paragraphs:

   1. (1) The rules and regulations of operating departments presently in effect on any railroad operating in the state of Kansas shall be filed no later than 60 days from the effective date of this order and rules.
   2. (2) Each railroad operating in the state of Kansas shall file with the commission any change or reissue, either in whole or in part, of the rules and regulations of the operating department within 30 days after any change or reissue.
