General rate increases or decreases, joint rates, changes in commodity classification, changes in tariff structures and publishing of tariffs may be discussed and voted on at any meeting only if: (a) Shippers receive detailed notice of meetings and agenda, through docket service, at least 15 days prior to the time a proposal is to be discussed or voted upon;

1. (b) shippers are accorded the opportunity to present either oral or written comments for consideration at the meeting;
2. (c) shippers' comments are given appropriate weight and consideration in discussion and voting upon the proposals;
3. (d) discussion of general rate increase or decrease is limited to industry average carrier cost information;
4. (e) any person attending those meetings is permitted to take notes and make sound recordings; and
5. (f) the organization maintains detailed minutes of all meetings.
