The following terms as used in this regulation and the identified sections of the regulations adopted by reference are defined as follows:

1. (1) The term "carrier" as used in 18 C.F.R. 352, means an oil or natural gas liquid pipeline company as defined as a common carrier in K.S.A. 55-501 and 66-1,215.
2. (2) The term "commission" as used in 18 C.F.R. 352, means the state corporation commission of Kansas.
