Public utilities shall be classified as follows for the purposes of filing with the commission.

1. (a) Electric and gas utilities:

   1. (1) Class A, if the annual operating revenues are $1 million or more; and
   2. (2) class B, if the annual operating revenues are less than $1 million;

2. (b) water utilities:

   1. (1) Class A, if the annual operating revenues are $750,000 or more; and
   2. (2) class B, if the annual operating revenues are less than $750,000; and

3. (c) telecommunications utilities:

   1. (1) Class A, if the annual operating revenues are $1 million or more; and
   2. (2) class B, if the annual operating revenues are less than $1 million.
