Libraries participating in a regional system of cooperating libraries shall permit any citizen of the territory comprising the system to borrow materials or receive services without charge, subject to reasonable local library rules. A regional system of cooperating libraries shall not restrict the services and funding it provides to one of its participating libraries based on this provision unless ordered by the state library of Kansas board. When a system board believes one of the system's participating library's rules are unreasonable or discriminatory, the system board may bring the matter to the state board for review. Any action by the state board on the matter shall be binding on both the participating library and its regional system of cooperating libraries.
