- (a) In any year that the annual authorization for state grant-in-aid exceeds one and a half million dollars, three-fourths of the authorization for systems is allocated to the base grant, which is divided equally among the systems.
- (b) In any year that the annual authorization for state grant-in-aid is less than or equal to one and a half million dollars, all of the authorization for systems except ten thousand dollars is allocated to the base grant, which is divided equally among the systems.
(c) The remainder of the annual authorization for systems is distributed as follows:
- (1) one-tenth of the remainder is split between the systems based on the percentage of territory each system occupies compared to all systems; and
- (2) nine-tenths of the remainder is split between the systems based on the percentage of population a system has compared to all systems.
