Each application for a term permit shall meet the following requirements: (a) Be submitted on a form prescribed by the chief engineer; and

1. (b) be accompanied by the fee for any new application to appropriate water for beneficial use specified in K.S.A. 82a-708a(b), and amendments thereto.
