Each approval of application shall limit the rate of diversion for storage of surface water in a reservoir to all natural flows not necessary to satisfy all of the following:

1. (a) Senior water rights;
2. (b) senior approvals of applications;
3. (c) senior water reservation rights; and
4. (d) senior minimum desirable stream flows pertaining to the use of water from the same source of water supply.
