The commissioner will mail to each eligible voter at his own voting address:

1. (a) Ballot.
2. (b) An unmarked envelope.
3. (c) An unstamped addressed envelope, larger than the plain envelope with a space for the voter's signature.
4. (d) A notice of the election and instructions to the voter.
