The secretary or secretary's designee may require a permittee to do the following:

1. (a) establish and maintain appropriate records;
2. (b) make appropriate monthly reports;
3. (c) install, use, and maintain any necessary monitoring equipment or methods and evaluate the results in accordance with those methods, at the locations, intervals, and in the manner prescribed; and
4. (d) provide any other information relative to surface coal mining and reclamation operations that the secretary or secretary's designee deems reasonable and necessary.
