1. (a) Words and phrases used in this article shall have the same meanings as those set forth in K.S.A. 39-1803 or as defined in article 63. In addition, the following terms shall have the meaning ascribed to them in this regulation:

   1. (1) "home county" means, as determined by the CDDO in accordance with the following listed order of priority:

      1. (A) the county of residence of a family member of the person with a development disability;
      2. (B) the county of residence of the person's guardian; or
      3. (C) the county in which the person is living; and
   2. (2) "service area" means the counties from which a CDDO receives funding pursuant to K.S.A. 19-4001, et seq.
2. (b) This regulation shall take effect on and after July 1, 1996.
