All paint chip, dust, and soil samples collected pursuant to the work practice standards contained in this article shall meet the following conditions:

1. (a) Be collected by a lead inspector, risk assessor, or elevated blood lead level investigator using adequate quality control; and
2. (b) be analyzed by a recognized laboratory.
