In hospitals with an organized occupational therapy department, the following shall apply:

1. (a) The department shall be under the guidance of a qualified occupational therapist.
2. (b) Facilities and personnel shall be provided commensurate with the hospital's program.
3. (c) Records shall be kept on the services provided.
