1. (a) Any person may obtain a copy of a general permit by making a request for a copy of the permit from the department.

2. (b) Any owner or operator who is constructing or operating an emissions unit or stationary source pursuant to the terms of a general permit shall be specified on a list maintained by the department stating:

   1. (1) the name of the owner or operator;
   2. (2) the category of emissions unit or stationary source operating pursuant to the general permit; and
   3. (3) the permit number assigned by the department to the stationary source.
