Other disbursements include but are not limited to:

1. (a) the repayment of loans by a treasurer in his or her official capacity as such;
2. (b) the disbursement of illegal contributions;
3. (c) the payment of recoverable security deposits; and
4. (d) transfers to other treasurers or to a successor committee which do not constitute expenditures.
