The restrictions and limitations contained in article 9 of these regulations shall not apply to investment securities acquired:

1. (a) through foreclosure on collateral;
2. (b) in good faith by way of compromise of a doubtful claim; or
3. (c) to avoid loss in connection with a debt previously contracted.
