- (a) The chief steward or racing judge or chairman of the commission or another person designated by the hearing body may be the presiding officer.
- (b) For stewards' and racing judges' hearings, if a substitute is required for a presiding officer or other member of the hearing body who is unavailable for any reason, the executive director may appoint a substitute. Any action taken by the duly appointed substitute is as effective as if taken by the unavailable member.
