1. (a) Each grant application shall include:

   1. (1) a summary cover page;
   2. (2) a program narrative;
   3. (3) a budget narrative;
   4. (4) certified assurances;
   5. (5) an audit schedule; and
   6. (6) a designation of the applicant's EEO contact.
2. (b) Each summary cover page shall provide quick reference to important elements of the grant application.

3. (c) Each program narrative shall address:

   1. (1) needs assessment and documentation;
   2. (2) program expectations;
   3. (3) program methodology;
   4. (4) program monitoring and evaluations;
   5. (5) audit concerns; and
   6. (6) staffing patterns.

4. (d) Each grant application shall relate to research conducted within the state of Kansas:

   1. (1) for horses, through institutions of higher education under the state board of regents; and
   2. (2) for greyhounds, preferably through institutions of higher education under the state board of regents or in association with those institutions.
