The following factors shall be considered by the board in its determination of reasonable compensation in exceptional cases:
- (a) the amount and the type of services rendered;
- (b) the amount of time expended on the case;
- (c) the character and importance of the litigation;
- (d) the amount of money or value of the property affected;
- (e) the legal skills and experience required for the particular case;
- (f) the ratio of out-of-court preparation time to in-court time;
- (g) the reasonableness of client contact; and
- (h) the proximity of the client to attorney defense services.
