The following factors shall be considered by the board in its determination of reasonable compensation in exceptional cases:

1. (a) the amount and the type of services rendered;
2. (b) the amount of time expended on the case;
3. (c) the character and importance of the litigation;
4. (d) the amount of money or value of the property affected;
5. (e) the legal skills and experience required for the particular case;
6. (f) the ratio of out-of-court preparation time to in-court time;
7. (g) the reasonableness of client contact; and
8. (h) the proximity of the client to attorney defense services.
