1. (a) The president of the board shall:

   1. (1) preside at all meetings of the board;
   2. (2) countersign the minutes of board meetings when approved; and
   3. (3) perform such duties as otherwise authorized or required by law, or specifically assigned by the board.

2. (b) The president of the board may:

   1. (1) appoint standing committees as directed by the board; and
   2. (2) appoint subcommittees for special purposes.
